一、加盟团队理念要求
(一)高素质人才是品质的保障

香港贝尔高林建筑景观设计研究院设计人员的素质是设计优质工程的根本,市场的竞争,说到底是人才的竞争,有了人才就有了参与竞争的资本。每个设计人员都能够独当一面。从设计任务的接洽到帮助建筑单位策划与决策,从设计图纸的绘制到施工现场的答疑解惑都驾轻就熟。有了高素质的设计人员群体,辅以必要的管理手段,提高和保证设计品质,搞好品质管理就有了必要和充分的条件。

(二)务实的创作科学的管理

香港贝尔高林建筑景观设计研究院作为甲级院形成了一套使用可行的管理办法。已逐渐全面沿用ISO9000品质管理体系,并进行了不断地改善品质教育,让每个设计人员认清形式,牢固树立品质是立身之本的思想,在忧患意识的激励下,增强单位的凝聚力,增强工作的主动性,把提高设计品质从“要我做”变为“我要做”,自觉从每个人自己做起,维护设计单位的良好形象。工序管理做到“事先指导、中间检查、成果校核”三个环节。总建筑师、总工程师对此十分重视,亲自参与前期工作,及时有效地指导设计工作,为确保设计品质打下坚实的基础。 工程设计是一项复杂的多元化技能劳动,其成果是设计档,这些档化的产品必须通过校审、会签,通过 审定才能发放。设计、校审、会签工作认真与否,直接影响着设计品质,为了防微杜渐,公司里制定了国家要求更严的《设计、校审资格规定》,明确规定了设计、校审、审定人员的相应许可权和利益。该专案设计由具体有工作经验的工程师及获得注册师执业资格证的人员担任。

(三)张弛有度的设计手段

电脑技术的应用,特别是电脑网络技术的应用给设计手段带来了革命性的变革,极大地提高了工作效率和设计品质。我院已逐步完成高配置更新换代,特别是网络建设完成后,在技术资源分享,设计档互传,设计图纸打印等设计进行优化,总之,设计手段,品质管理手段的先进、便捷,使设计品质的保证得到强有力的支持。

(四)准确的进度控制措施

在保证品质的前提下,尽量缩短设计周期,各专业设计人员从方案开始就参照熟悉主题、现场踏勘民俗采访等,以便提高设计深度,在合同规定的时间范围内保质保量完成设计,达到国家规定的设计深度。

(五)造价控制措施

二、加盟条件
(一)加盟团队负责人条件

a、申请加盟者可以是自然人或法人企业。
b、具有10年或以上的园林景观设计专业经验,担纲主持过多个5万方以上景观设计项目;
c、大学本科以上学历;
d、具有良好的职业道德和市场拓展能力,并愿意长期从事设计职业(不得兼职)。

(二)加盟团队人员条件

a、景观加盟:专业技术人员总数不少于10人,主要专业高级职称人员不得少于2名。
b、建筑规划加盟:专业技术人员总数不少于15人,注册城市规划师不少于2名,高级规划师不少于1名,中级职称不少于5人,具有管理经验的行政管理人员1名。
c、市政、园林加盟参照上述条件具体确定。

(三)其他条件

a、办公场地:总面积不少于200平方米。
b、办公设备:电脑、列印、影印机,通讯、网路等基本设备齐全。
c、启动资金:不少于30万元人民币。

三、加盟审查、评估与批准

加盟者提交加盟申请书及团队人员情况(姓名、身份证明、注册关係、职称、学历、本人简历等)、办公场地证明(租房合同或购买合同),由发展推广部对提交资料按加盟条件进行初审,初审合格后安排实地考察,并将考察报告提交评估小组。 评估小组根据发展推广部的考察报告以及加盟团队提交的相关资料,进行综合评估。评估通过的团队可以加盟,并签订《合作经营合同》;评估未通过的但认为有培养价值的团队,经双方协商可先签订合作设计单项管理协议书,进行为期3-6个月的培养考察,培养期满由发展推广部对团队在此期间的工作业绩和人员情况进行第二次考察,评估小组依据考察报告再次进行评估,决定是否同意加盟;评估不合格的团队终止合作意向洽谈。

(1)评估小组
评估小组成员由研究院重庆总部法人代表、执行总监、发展推广部主任及受邀机构各单位负责人组成。
(2)评估内容
a、评估加盟团队负责人资历、市场拓展能力、资源情况以及在当地设计同行中的信誉等;
b、评估加盟团队技术负责人、行政负责人、注册师、技术人员构成情况;
c、评估加盟团队专业技术人员的资历、业绩、工作经历;
d、评估加盟团队所在城市对整个机构业务发展的前景。
(3)评估依据
依据本手册规定的加盟条件和评估内容,以及《工程设计资质标准》附则中对专业设计人员的要求。
(4)评估方式
a、召开评估小组会议,採用集中讨论式评估;
b、评估小组根据加盟团队提交的申请和其他相关资料,结合发展推广部赴现场实地考察的报告以及其他途径收集到的资讯做出书面评估意见;
c、评估小组秘书负责汇总评估意见,并上报评估小组组长签署最终的评估意见。

1, join conditions

A, building alliance: professional technical personnel of the total number of not less than 20 people, one class registered architect, a registered structural engineer, registered engineer the shall not be less than 1, the main senior professional staff shall not be less than 1, intermediate title of not less than 6 people, has experienced management1 administrative staff.
B, planning to join: professional and technical personnel of the total number of not less than 15 people, the registered City Planner Senior Planner of not less than2, less than 1, intermediate title of not less than 5 people, has experienced management1 administrative staff.
C, municipal, landscape joined with reference to the above conditions to determine the specific.

(3) other conditions

A, office space: the total area of not less than 200 square meters.
B: computer, office equipment, printer, copy machine, communication, network and other basic equipment.
C, start-up funding: not less than RMB 300000 yuan.

2.To join the review, appraisal and approval
